NCA Director General Highlights the Importance of the Inspection of Communications Equipment

The Director General of the National Communications Authority, Rev. Edmund Y. Fianko, has outlined the importance of strict inspection and regulatory oversight of imported communications equipment to protect Ghana’s communications ecosystem.

Rev. Ing. Fianko made the remarks on Wednesday when the Ghana Shippers’ Authority paid a working visit to the NCA to strengthen institutional collaboration and gain a deeper understanding of the Authority’s inspection and clearance processes for imported communications equipment.

During the engagement, the NCA briefed the delegation on the regulatory procedures governing the importation of communications equipment into the country.

According to Rev. Ing. Fianko, importers are required to apply through the approved system, after which the NCA verifies whether the applicant is duly licensed and in good standing before any further processes are undertaken.

He explained that the inspection process is critical because some communications equipment suitable for use in other countries may not be compatible with Ghana’s frequency environment.

“Such equipment, if allowed into the country without proper inspection, could interfere with existing communications services,” he stated.

The Director General further disclosed that the NCA does not maintain a permanent presence of officers at the ports but rather deploys officers to conduct inspections whenever communications equipment is declared.

“This approach enables the NCA to effectively carry out its regulatory oversight responsibilities while ensuring that the inspection process remains structured, transparent, and efficient,” he said.

In a presentation during the meeting, the Authority explained that imported equipment that meets the required standards is certified for release, while equipment with identified issues may be withheld, moved into the custody of the NCA or handled in accordance with the relevant regulatory procedures.

Rev. Ing. Fianko noted that even where an importer is licensed, communications equipment must still undergo inspection to ensure compliance with Ghana’s technical, regulatory, and frequency requirements.

He also highlighted the role of the NCA’s regional offices, especially in border areas, in supporting regulatory activities and monitoring the movement of communications equipment into the country.
