The Human Resource Division plays a critical role in building a motivated, skilled, and engaged workforce capable of supporting the Department’s mandate. The Division promotes staff development, effective communication between Management and employees, and ensures officers receive the necessary professional support to improve service delivery.

The Division comprises the Training and Development Unit, Human Resource Planning Unit, and Performance Management Unit.

Key Responsibilities

  • Provide Human Resource planning and development support to the Department.
  • Propose and coordinate training programmes for staff capacity building.
  • Align departmental HR strategies with Civil Service-wide frameworks.
  • Bridge Management and employee relations by addressing staff concerns and grievances.
  • Implement and monitor HR policies, procedures, standards and information systems.

Training and Development Unit

The Training and Development Unit is dedicated to improving staff performance through continuous training and professional development.

Functions

  • Prepare and implement the Department’s annual training plan.
  • Report on training progress and advise Management on development priorities.

Human Resource Planning Unit

Ensures that officers with the requisite skills are placed appropriately to achieve departmental goals.

Functions

  • Forecast employment needs in alignment with service-wide priorities.
  • Ensure the right competencies are available to achieve the mandate.
  • Develop job descriptions and grade specifications.
  • Develop and implement staff succession plans.

Performance Management Unit

Monitors and evaluates staff performance to ensure efficiency, accountability and continuous improvement.

Functions

  • Monitor and evaluate staff performance through structured assessments.
  • Facilitate staff performance planning and appraisal processes.
  • Ensure staff have the resources needed for effective service delivery.
  • Identify performance challenges and recommend improvements.
