The Eastern Regional Minister, Mrs Rita Akosua Adjei Awatey, has urged the Municipal/District Assemblies (MDAs) in the region to comply with all relevant laws and regulations in their financial transactions.
She gave this advice on Tuesday at Koforidua during the Regional Composite Budget Hearing, which was held in preparation towards the 2026–2029 Composite Budget.
Mrs Adjei Awatey talked about key financial principles that must be observed, stressing that all financial transactions must be processed through the Ghana Integrated Financial Management Information System (GIFMIS).
She said that the system was designed to ensure transparency, real-time monitoring, and credibility of fiscal data.
The minister also reiterated the need to ensure that budget submissions are within the ceilings communicated in the 2026–2029 Budget Preparation Guidelines and for expenditures to stay within appropriation limits.
Mrs Awatey cautioned that commitments outside the approved budget will attract sanctions under Sections 96–98 of the Public Financial Management Act, 2016 (Act 921).
She further stressed the importance of promoting ownership, transparency, and accountability in the budget process, noting that the 2026 Composite Budget must be approved by the General Assembly and signed off on by both the Presiding Member and the Coordinating Director.
