Fisheries Minister Calls for Shared Responsibility to Tackle Declining Fish Stocks 

The Minister for Fisheries and Aquaculture, Mrs Emelia Arthur, has called for stronger collaboration among stakeholders to address challenges in the fisheries sector and improve the livelihoods of coastal communities.

Speaking at a stakeholder engagement organised by Blue Ventures Conservation on Thursday in Accra, she said a recent Memorandum of Understanding between the Ministry and the organisation sets the tone for closer cooperation to strengthen fisheries management and food security.

She described the sector as a major part of the economy but noted growing concerns over declining fish stocks, illegal fishing, environmental degradation and the vulnerability of coastal communities. She said these issues require coordinated and sustained action rather than isolated interventions.

The Minister said the new programme introduces a co-management approach that places fishing communities at the centre of decision-making. She explained that the approach combines scientific knowledge with local expertise and promotes inclusive participation, especially for women and young people.

She outlined key areas of focus under the partnership, including improving policy implementation, strengthening enforcement systems and building the capacity of fishers and institutions. She added that the programme will also support research and data systems to guide policy decisions, while promoting marine conservation and alternative livelihoods.

She urged government agencies, development partners, traditional leaders and fishing communities to work together and take shared responsibility for protecting marine resources.

The Minister reaffirmed the commitment to provide policy direction, strengthen institutions and ensure transparency in the sector. She said efforts would also be made to create an environment that supports investment and innovation.

She described the initiative as the start of a long-term effort to restore fish stocks, support coastal livelihoods and build a sustainable blue economy.
