RTI SENSITISATION EMPOWERS COMMUNITIES IN KWAHU AFRAM PLAINS NORTH DISTRICT TO PROMOTE OPEN GOVERNANCE

Residents of Mem-Charmfre Sawua Beposo and Gborvikope in the Kwahu Afram Plains North District have been sensitized on the Right to Information Act, 2019 (Act 989), through a community outreach exercise organized by the District’s Right to Information Officer. Held on February 11 and 23, 2026, at the respective community centres, the engagement sought to deepen public awareness of the RTI Law and encourage active citizen participation in governance and decision-making processes.

The sensitisation exercise particularly focused on empowering persons with disabilities and vulnerable groups to understand and exercise their right to access information held by public institutions. During the engagement, the RTI Officer explained the purpose and scope of the law, noting that the Act guarantees access to information, subject to specific exemptions, as a means of promoting transparency, accountability, and openness in governance. He stressed that informed citizens are better equipped to engage constructively with public institutions and contribute meaningfully to community development.

Participants were also taken through the procedures for requesting information under the Act, including the responsibilities of public institutions to respond to requests within the timelines prescribed by law. The RTI Officer highlighted that institutions that fail to comply with the provisions of the Act could face sanctions, including fines. He further encouraged community members not to feel intimidated when seeking information and assured them of the protection and confidentiality guaranteed under the law. Emphasis was also placed on the provision that exempts persons with disabilities and the poor from paying reproduction costs associated with accessing information.

The engagement was highly interactive, with participants asking questions and seeking clarification on various aspects of the RTI Law. Community members expressed appreciation for the opportunity to better understand their rights and responsibilities under the Act. The sensitization forms part of ongoing efforts by the Kwahu Afram Plains North District Assembly to strengthen awareness of the RTI framework at the grassroots level and reinforce the role of access to information in fostering accountable, transparent, and inclusive governance.
