President Mahama Nominates Five Members for Fiscal Council

President John Dramani Mahama has nominated five persons to serve on Ghana’s Fiscal Council, the Presidency announced on Wednesday, April 8, 2026.

The nominations, made pursuant to section 11D of the Public Financial Management Act, 2016 (Act 921), as amended by the Public Financial Management (Amendment) Act, 2025 (Act 1136), bring together economists, academics, and former public policy experts to strengthen oversight of the country’s public finances.

Dr Emmanuel Oteng Kumah has been nominated as Chairperson of the council. He will be joined by Prof Patrick Opoku Asuming, who fills the seat reserved for a representative from academia, and Leslie Dwight Mensah, nominated as the representative from a research think tank.

Rounding out the five-member body are J. Kweku Bedu-Addo, a former public policy expert from the Ministry responsible for Finance, and Dr. Henry Akpenamawu Kofi Wampah, a former public policy expert from the Bank of Ghana.

According to the Presidency, the Fiscal Council will work to strengthen financial oversight, fiscal prudence and shape sound decision-making in public financial management.

The announcement was signed by the Spokesperson to the President, who also serves as Minister for Government Communications, Felix Kwakye Ofosu.
