The Minister for Health, Mr Kwabena Mintah Akandoh, has directed the Ghana Health Service (GHS) to lead implementation of the government’s Free Primary Health Care Programme to ensure that all Ghanaians have access to essential healthcare services without financial barriers.
Speaking at the 2026 First Senior Managers’ Meeting of GHS, he said the programme’s success would depend on effective implementation, strong supervision, quality healthcare delivery, and improved patient experiences at health facilities nationwide.
He urged regional and district health managers to assess their preparedness for the programme’s rollout and take steps to address gaps in service delivery.
He also called on them to strengthen referral systems, eliminate informal charges and make greater use of data to support decision making and accountability.
He stressed the need for intensified efforts to improve patient safety and reduce pressure on hospitals through a stronger and more responsive primary healthcare system.
He noted that the Free Primary Health Care Programme should be treated as an implementation agenda that requires practical action and measurable results.
Mr Akandoh expressed confidence in the capacity of the Ghana Health Service to lead the programme and help the government achieve its goal of Universal Health Coverage.
He encouraged health managers to leave the meeting with a shared commitment to implement the programme with discipline, urgency and accountability to improve healthcare access and outcomes for all Ghanaians.
