GRASSROOTS ENGAGEMENT DRIVES AWARENESS OF RTI LAW IN ODUMAN

The Right to Information Act, 2019 (Act 989) continues to gain visibility at the grassroots as community-focused engagements bring citizens closer to their rights. On Thursday, 29th January 2026, residents of Oduman in the Ga West Municipality were actively engaged in a public sensitisation exercise led by the Information Services Department through its Access to Information Division. Anchored in Article 21(f) of the 1992 Constitution of Ghana, the initiative aimed to deepen public awareness of the legal provisions that guarantee access to information and promote a culture of openness in governance.

The exercise adopted an innovative and accessible approach, combining one-on-one interactions with street announcements across busy locations such as markets and transport terminals. Using public address systems and loudspeakers, officers delivered key messages directly to traders, drivers, youth, and passersby, ensuring that the information reached a broad cross-section of the community. This method proved effective in capturing attention and making the RTI Law relatable to everyday life.

To maximise inclusivity, the sensitisation was conducted in both English and local languages, allowing community members to understand their rights and responsibilities under the law clearly. Officers explained how individuals can submit requests for information, where such requests should be directed, and the timelines within which public institutions are required to respond. They also outlined the scope of accessible information, exemptions under the Act, and the appeal processes available when requests are denied, equipping residents with practical knowledge to navigate the system.

The engagement sparked strong interest among participants, many of whom expressed appreciation and sought further clarification on how to utilise the law effectively. By bringing the RTI conversation directly into the community, the initiative demonstrated the critical role of sustained public education in strengthening accountability and citizen participation. As similar outreach efforts continue across the country, the RTI Law is steadily becoming a powerful tool for empowering citizens, enhancing transparency, and fostering responsive governance in Ghana.
