Strengthening planning, budgeting, monitoring, and evaluation to ensure effective implementation of government communication programmes.

The Planning, Budget, Monitoring & Evaluation Division (PBMED) provides technical leadership in the development, costing, and implementation of communication-related plans.
The Division also ensures that appropriate systems are in place for monitoring and evaluating programmes, projects, and activities of the Department.
In addition, it advises Management on the viability of investment projects and provides regular performance reports and updates on implementation progress.
The Monitoring and Evaluation Unit is responsible for developing and deploying an effective framework for measuring the implementation of programmes and projects of the Department.
The Unit also provides an objective basis for assessing results, outcomes, and the overall impact of interventions to ensure accountability and continuous improvement.
The Public Investment Unit prescribes methods for the preparation, evaluation, and execution of investment projects. It provides a standard framework to guide project identification, planning, budgeting, implementation, and reporting of investment projects by the Department.
The Planning and Budgeting Unit coordinates and supports the development of programme, project, operational, and activity plans across all Divisions of the Department.
It provides technical support for the preparation of Divisional budgets and the Composite Annual Budget for the Department.
The Unit also liaises with relevant internal and external stakeholders to process budget-related requests and provides technical guidance to Management on budgetary matters.
The PBME Division remains critical to ensuring that the Information Services Department delivers measurable results through structured planning, sound budgeting, effective monitoring, and transparent reporting.
