Ministry of Tourism, Culture and Creative Arts Reviews its Performance

The Ministry for Tourism, Culture and Creative Arts (MoTCCA) has organised the second training and orientation workshop for Heads of Agencies and their Deputies aimed at reviewing progress, assessing performance and promoting collaboration within the sector.

Speaking at the opening on Thursday in Accra, the Minister of MoTCCA, Madam Abla Dzifa Gomashie, stated that the training was designed to help political appointees and agency heads under the ministry better understand the workings of government and the public service.

She emphasised the importance of regular review and coordination, noting that these processes help assess progress, realign strategies, and ensure agencies remain aligned with national objectives.

According to her, significant national and global developments since the first training session have reshaped the operating environment of the tourism, culture, and creative arts sector, making the renewed engagement timely and necessary.

She stated the need for strong collaboration and clearly defined roles between boards and management, describing them as essential for institutional stability, operational efficiency, and the effective use of public resources.

The Minister explained that the orientation aims to clarify leadership responsibilities, strengthen compliance with governance and financial management standards, and promote coordinated action across agencies under the Ministry.

She noted that special attention would be given to improving collaboration among culture-based institutions, including the National Commission on Culture, the Creative Arts Agency, the National Theatre, and the film sector, whose mandates are closely interconnected.

“A clear performance benchmarks would be introduced after the programme, with key performance indicators (KPIs) and timelines to guide agency delivery,” she added.

Expressing satisfaction with the workshop, the minister said participants exceeded her expectations, adding that the high level of engagement, particularly the questions raised by agency heads, demonstrated attentiveness and a genuine desire to address uncertainties.

The Deputy Presidential Spokesperson, Hajia Shamima Muslim, urged newly appointed heads and officials within Ghana’s creative and tourism-related institutions to embrace teamwork, humility, and results-driven leadership as they contribute to resetting the economy.

She reiterated the need for political appointees to work collaboratively with public and civil servants to effectively deliver on the government’s agenda.

A presentation was delivered by the Public Service Commission, which served as a resource body, providing guidance on the do’s and don’ts of political appointments and clarifying areas related to public sector operations.
