Human Resource Division
Building a skilled, motivated, and professional workforce to support the Department’s national communication mandate.

The Human Resource Division plays a critical role in building a motivated, skilled, and engaged workforce capable of supporting the Department’s mandate. The Division promotes staff development, effective communication between Management and employees, and ensures that officers receive the needed training and professional support to improve service delivery.
The Division is made up of the Training and Development Unit, Human Resource Planning Unit, and Performance Management Unit.
Key Responsibilities
- Provide Human Resource planning and development support to the Department.
- Propose and coordinate training programmes for staff development and capacity building.
- Execute departmental strategies to align with the Civil Service-wide HR policy framework.
- Bridge Management and employee relations by addressing staff demands, requests, and grievances.
- Implement, coordinate, and monitor Civil Service HR policies, procedures, guidelines, standards, and HR information systems.
Training and Development Unit
The Training and Development Unit is dedicated to improving staff performance through continuous training, professional development, and capacity building.
Functions
- Prepare and implement the Department’s annual training plan.
- Report on training progress and advise Management on staff development priorities.
Human Resource Planning Unit
The Human Resource Planning Unit ensures that the Department is staffed with officers who possess the required skills and competencies, placed appropriately to achieve departmental goals.
Functions
- Forecast employment needs in alignment with service-wide and departmental priorities.
- Ensure the right competencies are available for the attainment of the Department’s mandate.
- Develop job descriptions, schedules, and specifications for each grade.
- Develop and implement staff succession plans for the Department.
Performance Management Unit
The Performance Management Unit monitors and evaluates the work and performance of staff to ensure efficiency, accountability, and continuous improvement across the Department.
Functions
- Monitor and evaluate staff performance through assessments and reporting to Management and mandatory institutions including OHCS.
- Facilitate staff performance planning and appraisal processes.
- Ensure staff have the required resources to perform effectively.
- Identify challenges affecting staff performance and recommend solutions.
