On May 9, 2024, the Savannah Regional Coordinating Council held a pivotal training session for officers from the West Gonja Municipal Office of the Ghana Audit Service, focusing on the Right to Information Act, 2019 (Act 989). This session aimed to inform public officials about their responsibilities under the RTI Act, which guarantees individuals the right to access information held by public institutions, thereby promoting transparency and accountability in governance. The initiative underscores the government’s commitment to fostering an open and informed society.
Mr. Vincent Agyapong-Mensah, the RTI Officer for the Savannah Regional Coordinating Council, led the training, offering a comprehensive overview of the Act’s provisions. He clarified the concept of exempt information, emphasizing that while certain information may be withheld to protect public interest, these exemptions are not absolute. Attendees learned about applicable fees for information requests and the criteria for exemptions from payment. This clarity is essential for public officials to ensure they navigate the law effectively while serving the public.

During the session, Mr. Agyapong also introduced a sample Information Manual, detailing its content, preparation, and publication processes. He guided the officers through completing a standard Application for Access to Information form, equipping them with practical skills to facilitate information access. His guidance was well-received, as it empowered the Audit Service to enhance its operations and compliance with the RTI law, fostering a culture of transparency within their office.
In his closing remarks, Mr. Agyapong urged the Audit Service to actively uphold the constitutional right to information and warned against any actions that could infringe upon this right, as such actions may lead to penalties. He encouraged the department to utilize their website and social media platforms to share information proactively, enhancing public engagement and trust. Mr. Daniel Mensah, the deputy municipal director, expressed gratitude for the informative session and the preparation of the information manual, highlighting the importance of the RTI Act in promoting accountability in public governance.
