The Human Resource Division helps in building a motivated, skilled, and engaged workforce that can adapt to changing business environment and contribute to achieving strategic goals. It fosters a positive work environment, promotes effective communication between Management and employees, and seeks to provide training and development opportunities to enhance employee skills and capacities for efficiency.

The Division is made of the Training and Development Unit, Human Resource Planning Unit and Performance Management Unit.

UNITS UNDER HUMAN RESOURCE DIVISION



Functions of the Human Resource Division

  • Provide Human Resource planning and development needs to the Department.
  • Proposes training for the Human capital of the Department.
  • Executes the strategies of the Department to align with the Civil Service-Wide strategy
  • Bridges Management and employee relations by addressing demands/requests and grievances.
  • Implements, coordinates, and monitors Civil Service HR Policies, procedures, practices, guidelines, standards and information systems.

Training and Development Unit

  • The Training and Development Unit is dedicated to improving the work performance of officers through training and development of their skills.

Functions of the Training and Development Unit

  • Prepares and implements the Department’s annual training plan.
  • Scouts for appropriate training programs and assist staff in enrolling in them.
  • Reports on the progress of training and advice management on training accordingly.

Human Resource Planning Unit

The Human Resource Planning Unit is committed to addressing the workforce needs of the Department by ensuring Officers with the requisite skills are placed at the right positions to ensure the Department meets its goals and objectives.

Functions of the Human Resource Planning Unit

  • Forecasts the employment needs of the Department to align with service-wide and Departmental goals
  • Ensures that the right skills for the attainment of the mandate of the Department are employed
  • Develops job description/schedules/specifications of each grade
  • Develops a staff succession plan for the Department

Performance Management Unit

The Performance Management Unit monitors and evaluates the work and performance of staff at the Department.

Functions of the Performance Management Unit

  • Monitor, evaluate and recognizes the continuous performance of staff through performance assessment and generate report for the attention of management and mandatory institutions including OHCS
  • Facilitates staff performance plan
  • Ensure staff are given the needed resources to perform effectively
  • Identify challenges of staff in performing their job
