On Monday, February 17, 2025, the Ghana Technical and Vocational Education and Training Service (GTVETS) hosted a sensitization program on the Right to Information (RTI) Act, 2019 (Act 989) for its management and staff. The session, held in the conference room of the Service, was led by Mr. Edward Dotse, the Right to Information Officer for GTVETS. The event was attended by key officials, including Madam Lily Djima, the Deputy Director General of Management Services, as well as Directors, Heads of Departments, and other staff members.
The presentation provided a comprehensive overview of the RTI Act, shedding light on its historical development, key provisions, and the responsibilities of public institutions in ensuring access to information. Mr. Dotse also elaborated on the procedural aspects of requesting information, as well as the exemptions under the law. This session gave attendees a deeper understanding of when and how public institutions are required to release information, and the circumstances under which certain information may be withheld.

The sensitization aimed to reinforce the principles of transparency and accountability within the Ghana TVET Service by providing clear guidance on how to manage information access effectively. By aligning with national efforts to promote open governance, the session emphasized that public access to information is a fundamental right under Ghana’s Constitution, and it is critical for fostering trust between institutions and the public.
In conclusion, the program was deemed successful in enhancing the understanding of Act 989 among GTVETS management and staff. This new knowledge will not only improve the Service’s internal information management practices but also support its broader commitment to promoting a culture of openness and accountability within Ghana’s public institutions. The session was a significant step toward ensuring that GTVETS aligns with the national goals of increasing transparency and public access to government information.
