The Cape Coast Metropolitan Assembly hosted its seventh Metro-wide Sensitization Program at Eagle 87.7 FM, featuring Mr. Philip Neme, the Metro RTI Officer on Thursday, September 12, 2024. The session, themed “Procedures for Accessing Information,” aimed to educate the public about the Right to Information Act, 2019 (Act 989). This initiative is part of ongoing efforts to enhance transparency and accountability within public institutions, empowering citizens to access vital information that affects their lives.
During the session, Mr. Neme provided a thorough overview of the RTI Act, which was enacted by Parliament and came into effect in January 2020. He highlighted that the Act guarantees the public’s right to access information from public institutions and relevant private entities, as enshrined in Article 21(f) of the 1992 Constitution of Ghana. His comprehensive explanation emphasized the importance of the RTI Law in fostering an open governance framework that allows citizens to hold their leaders accountable.
Mr. Neme also detailed the specific procedures for submitting an RTI request, outlining essential components such as the date of application, the applicant’s name and address, a description of the information sought, and proof of identity. He clarified that applicants must also specify their preferred method of access and include any applicable fees, as outlined in the Miscellaneous Provisions Act 2022 (Act 1080). The structured approach to the RTI request process ensures that citizens have a clear pathway to access the information they need.
The program’s host, Barbara Dwamena Mensah, raised questions about the fee structure, which Mr. Neme addressed, providing valuable insights into the costs associated with accessing information. The session was met with enthusiasm, as attendees expressed appreciation for the clarity and accessibility of the information shared. Mr. Neme concluded the program by encouraging citizens, civil society organizations, and stakeholders to actively utilize the RTI Law, reinforcing the critical role that public engagement plays in promoting transparency and accountability in governance.
